Rubyia (/rubyia/ [Translation Unavailable]) is a subtropical Town located in Wozmuj̼àm County, Qiban Kingdom, within the Sylvanian Empire.

The name Rubyia is derived from the Sylvin language, as Rubyia was founded by Grilëi Voaden, who was culturaly Sylvin.

Climate

Rubyia has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cool 12°C (53°F). Rubyia receives an average of 149 cm/y (58 in/y) of precipitation, most of which comes in the form of rain during the spring. Rubyia covers an area of nearly 4 km2 (1 mi2), and an average elevation of 4086 m (13405 ft) above sea level.

Overview

Rubyia was founded durring the late 13th century in summer of the year 1176, by Grilëi Voaden. The establishment of Rubyia suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Rubyia was built using the conventions of Sylvin durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Rubyia is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Rubyia is buildings have been located at convienant points along the cliff Rubyia was built upon. Navigating the town is therefore a little chalanging as the distance between buildings verris greatly and the crampt cobblestone streets flow where they are able to be made rather than folowing the most convienant paths. The town has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the town is well defended against anything short of an army. The town's brittle defences are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

A look around Rubyia has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s all of those things together, or perhaps it's the way these elements combine with the simple fact that it is abundantly clear Rubyia suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had. Everyone quietly goes about their daily business not looking anyone in the eye. Regardless, you do not feel it would be wise to remain in Rubyia long.

Civic Infrastructure

Rubyia has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Rubyia.

Rubyia has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Rubyia has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Rubyia has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Rubyia's public wards, blessings, and other arcane systems.

Rubyia possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Rubyia has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Rubyia has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Rubyia's garrison was built using a different architectural style from the rest of the town. The style used is famous for its stately symmetry, classical elements, and grand appearance. Columns and pillars, such as Corinthian columns, are often seen supporting open structures or porticos. Symmetry is an important feature of this style, with each half of a building mirroring the other. Domed ceilings and windows grace these buildings, with everything placed in a mathematical arrangement.

In Rubyia the water is caffeinated.

The Vukodlak near Rubyia are known to be almost tame, such that they can be put to domestic use.

Rubyia's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves orgies to channel Chronomancy energies of tier 2 via throat singing.

Rubyia's is something of a geological and arcane anomaly, as neither physical nor magical law entirely explains its formation.

History

Almost every community has some problem with bandits and highwaymen, but Rubyia is seriously plagued with raiders. One or more groups of persistent plunderers are hitting the community repeatedly, and they lack the necessary resources to fend them off or protect all their holdings.

In time immemorial, reportedly some time during the late 2nd century, Rubyia was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Rubyia lost 188 people, 130 livestock, and 72 buildings. The conflict ended after roughly 75, when members of Rubyia's militia enacted an operation to fortify a particular fortification. The operation was complicated by a key segment of the operation that deepened entirely on a stealth mission going perfectly. The conflict ended with pitched battle between both forces, which ended in defeat for Rubyia's forces. The war is remembered in legend by Rubyia's bards, historians, and legend keepers.
